Harold Cochrane

Mr. Cochrane is one of the Firm's three managing partners.  A member of the Fisher River Cree Nation, Mr. Cochrane practices in the areas of Aboriginal Law, Business and Commercial Law, Employment Law and Child Protection Law.
 
Mr. Cochrane acts as legal counsel to a number of First Nation Bands and organizations (including Child Protection agencies) in Manitoba and Ontario. Prior to joining D'Arcy & Deacon LLP, Mr. Cochrane was legal counsel at the Federal Department of Justice. While at the Federal Department of Justice, he was a member of the Aboriginal Law Group and his practice focused primarily on providing legal advisory services to the Department of Indian Affairs and Northern Development.
 
Mr. Cochrane provides legal services through the Harold Cochrane Law Corporation.

Special Achievements and Awards

  • Mr. Cochrane continues to serve as special legal counsel for the Fisher River Cree Nation.
  • Acts as legal counsel to The First Peoples Economic Growth Fund.
  • Served as legal counsel to the Assembly of Manitoba Chiefs in the Aboriginal Justice Inquiry - Child Welfare Initiative which resulted in the restructuring of the Child and Family Services System in Manitoba.
  • Acted as legal counsel to Manitoba First Nations in self-government negotiations toward achievement and restoration of jurisdiction over Child and Family Matters and Education.
  • Acts as counsel to various First Nation Child and Family Agencies and to First Nations of Southern Manitoba Child and Family Authority.
  • Serves as legal counsel to First Nations in various resource based partnerships and joint ventures including forestry and hydro developments.
  • Provides a broad range of legal services on matters relating to Treaty Land Entitlement (reserve creation), First Nation governance, land claim settlements and negotiations, casino/gaming and business law including organization and structuring of businesses.
